Delegation from Ivory Coast visited National Lottery Authority (NLA)

The National Lottery Authority(NLA) led by the Director-General, Hon. Kofi Osei-Ameyaw on Friday, 15th November 2019 received a Government Delegation from the Republic of Cote d’Ivoire(Ivory Coast) at the Authority’s Headquarters in Accra.

The Ivorian Delegation visited the Authority to understudy the new business model, ongoing reforms and the success stories of the Authority especially from March 2017 up to date under the leadership of Hon. Kofi Osei-Ameyaw. The Ivorian delegation led by Mr. Dramane Coulibaly the Director-General of LONACI was made up of Baba Ouattara (Director of Sales), Yao Kouame(Head of Legal Department) and Sanogo Elfat(Product Manager). According to the Ivorians, they chose to understudy Ghana due to the overwhelming credibility and integrity of the Country’s Lottery Systems.

The Management of the Authority shared with the Ivorians the history, new business model, change management processes and the success stories of NLA.

The Director-General of the National Lottery Authority(NLA) educated the Ivorians on the following:

1. New Business Model

The New Business Model revolves around Digitization and the creation of a Cashlite System through E-kiosk Concept and Android Point of Sale Terminals.

a). The E-kiosk Concept is a Public-Private Partnership aimed at modernizing the operations of Lottery Business in Ghana. The E-kiosk currently under piloting is set to replace the old wooden Lotto Kiosks across the Country. The E-kiosk would offer services such as lottery products, banking, mobile money, receiving of remittance, payment of utilities, courier services as well as payment of television fees.

The E-kiosk project is also under partnership with Government Agencies such as One District One Factory Secretariat, NABCO Secretariat, Ghana Revenue Authority(GRA), Youth Employment Agency(YEA) and Metropolitan, Municipal and District Assemblies.

Through the E-kiosk Project, the National Lottery Authority(NLA) has been able to successfully trained some selected NABCO beneficiaries on the Assembling of the E-Kiosk, Installation, Servicing and Maintenance of the E-kiosk.

b). In order to monitor the sales and revenue generated in real-time, the National Lottery Authority(NLA) has introduced a new Point of Sale Terminals known as Android Point of Sale Terminals. This Android Point of Sale Terminals have special features that help the Authority to monitor the business of the day in real-time as well as ensure transparency and accountability of the process.

The Android Point of Sale Terminals is far better than the Analogue Point of Sale Terminals.

2. Self-financing of NLA

The National Lottery Authority(NLA) since its establishment has been responsible for the generation of its own revenue for the day-to-day administration and overall management of the Authority.

The Authority has been responsible for the payment of its employees and technical Service providers. Beside these responsibilities, the Authority is mandated by Act 722 to pay monies to Central Government through the Consolidated Fund for national development.

3. New Products through Collaboration

The National Lottery Authority(NLA) through collaboration has introduced the following products to the Market:

a) NLA VAG 5/90 Lotto, in collaboration with the Veterans Administration Ghana(VAG) and Act 844.

b) Super 6 Dividend Game, in collaboration with the Private Sector.

c) Lucky 3 Dividend Game, in collaboration with the Private Sector.

Plans are far advanced to introduce the following Games hopefully before 31st December 2019:

a) VAT Lottery, in collaboration with the Ghana Revenue Authority(GRA).

b) Otumfuo Scratch Cards and Raffle, in collaboration with the Asantehene Otumfuo Osei Tutu II and Manhyia Palace.

4. Establishment of West African Lottery Authority

As part of the efforts to achieve African Beyond Aid, Hon. Kofi Osei-Ameyaw has spearheaded the formation of the West African Lottery Association(WALA).

The West African Lottery Association(WALA) seeks to bring all Lottery Authorities in West Africa under one umbrella similar to the model of the World Lottery Association.

The Association aims to promote regional co-operation and partnership among member organizations. The West African Lottery Association also aimed at sharing International best practices among member organizations.

The leadership of Loterie Nationale de Cote d’Ivoire (LONACI) on behalf of the Ivorian Government expressed profound appreciation to Hon. Kofi Osei-Ameyaw and Management of the National Lottery Authority(NLA) for education and free consultancy. And that they are ever ready to partner Ghana and learn from Ghana since Ghana is a great example when it comes to Lottery business, regulation, and operations.

Also according to the Ivorian delegation, they are coming on board fully to register as a member of the laudable West African Lottery Association(WALA) being spearheaded by Hon. Kofi Osei-Ameyaw.
