Moroccan State Lottery seeks new operator

La Marocaine des Jeux et des Sports (MDJS) is offering an eight-year contract from 1 January 2023 for the overall management and operation of its lottery, sports betting and other activities, with the option of a two-year extension.

Bids must be submitted before 4 April 2022, when the proposal opening proceedings will take place at the MDJS’ headquarters in Casablanca.

Prospective operators may deliver their offers to the head office by registered letter with acknowledgment of receipt or by letter sent using any express courier service. They can also submit them during the opening session, but before the opening of proposals, to the chairman of the tender committee.

Moreover, the organisation’s request is divided into two “lots”. One covers fixed odds and parimutuel sports betting, with the exception of horse and greyhound racing. The other concerns lotteries, instant sports lotteries and raffles. Bidders may submit a proposal for one lot or both.

The tender documents can be collected from the MDJS’ headquarters for a ten-thousand-dirham ($1,081) fee. An electronic version is also available following payment. The organisation stated that the documents to be provided must comply with the provisions of the procurement guidelines.

The MDJS was created in 1962 and holds the monopoly for all sports betting in Morocco, besides horse and greyhound racing. Its stated mission is “to ensure the integrity, security and reliability of gaming operations and to ensure the transparency of their operation”.
